Robin -- A couple tips.  Generally, ISSN assignments for US serial publications are made by the National Serials Data Program (NSDP) and are reflected in OCLC.  When you see an 042 nsdp in the CONSER record, you can be sure that the ISSN in 022|a is the correct ISSN for that title.

According to OCLC #2250430, 0023-9194 is the correct ISSN for Law and Order.  In cases where you see misprints on current issues, you should contact NSDP (issn@loc.gov) so that they can contact the publisher about the misprint.
