If we never received the issue, we try to claim the missing issue from
the publisher or vendor.  If that fails or if the issue has simply gone
missing, we ask our Collection Development Librarian if he wants us to
purchase a copy of the missing issue.  If so, we wait to bind until the
missing issue arrives.  If not, we bind incomplete.  We indicate the
incomplete enumeration on the spine of the volume.  If we are missing
several issues, we bind the volume but may put a general V. 9 INCOMPLETE
on the spine if space is too limited to list all the gaps in the
volume.
