The Digital Library Federation's Electronic Resource Management
Initiative report includes a generic e-resource lifecycle
workflow chart:

This is obviously rather high-level and generic but it is
intended to provide a starting point for institutions developing
a workflow tailored to their own needs and circumstances.

The other sections of the report may also be of interest as you
consider e-resource management issues.

On behalf of the ERMI steering group I would be happy to field
questions about the ERMI report.  We also welcome any comments or
other feedback.
