Can I second the motion of making this a matter of "cataloger's judgment"?

Alaska to the coverage, and Alaska is quite frequently NOT automatically
considered to be included in the Northwest region. (I'm afraid we still
occasionally get people asking whether you can use the U.S. postal service
to send packages up here, etc., etc.)

I guess I wasn't as clear as I should have been in my description of the
question.
The 245 has four words in the title, so "& Alaska" is an addition of
words to the title, and indicates a change of scope.
I can see that an interpratation would be to call this a minor title
change per 21.2A2b (addition, deletion, or change of articles,
prepositions, or conjuctions anywhere in the title).
However, I still feel that the addition of the words and the scope
change removal of Canada, addition of Alaska seems rather major to me)
makes it quite clear that this is a major change, not a minor one..
Is there a way to readdress this so that we can use 57346281, which
appears to me in my "cataloger's judgement" to be the appropriate record
to use.

is a word), thus added after the first five.
My guess is that the cataloger working on it considerred Alaska
implicitly
