This isn't exactly what you asked for, but in case you haven't considered
this, you should be warned that you are going to hear a lot of complaining
(some bordering on whining).
We recently started charging for printing, a decision made by higher ups.
We knew we would be getting complaints and questions that we were not
equipped to handle (or didn't want to answer over and over and over. . .)
With the help of the Campus Computing, we created a brochure with
common questions and answers (Why does the university charge for printing?
What is our technology fee used for? Etc.) It also included information
on who to contact if they had further complaints or questions.
This really helped a lot. It let us off the hook and also let the
students know that we do care about their concerns (which we do, we just
didn't feel comfortable addressing concerns regarding a policy we didn't
create).
Except for last spring semester, we have always charged for photocopies.
Last Spring, they replaced our coin-op copier with a copier that would
work with the new OneCard system, but the OneCard system wasn't up until
this fall, so we did not charge for copies as the new copier didn't take
coins. When we started charging again, we heard a lot of complaints about
this also, but have not noticed an increase in theft. In our library,
most students are primarily interested in what they can get full text so
our print journal collection is not used heavily.

I would appreciate any advice. And I apologize as I know this has been
discussed previously, but couldn't locate any recent entries in the
archives.
We are going to start charging staff and students for photocopying.
There is concern that due to this change, there may be an increase in
the number of journals disappearing from the library. What solutions
have other libraries come up with to handle this possibility?
