Susan, for info on accreditation standards, try the following links. Erie Community College has several programs that are reviewed periodically by accreditation team visits. I was looking for help in weeding the collection. Thanks to the WWW, I was able to find guidelines for some programs. Indeed, some guidelines are so vague as to be useless. I always ask for faculty input, but they don't know how long things should be kept. People who can't throw anything out also can't tell me to discard any periodicals. I have asked accreditation team members for advice when all else has failed. Team members have been incredibly knowledgeable about library materials in their disciplines. I realize that you might want answers before they show up! Another trick I use is to search library home pages of similar institutions. Most have periodical holdings lists online and that is a goldmine of information for me. You can identify good, up-to-date serials collections that support similar programs, and then see what subscriptions they have.
