I've just gone to www.apa.org and haven't found clear info either, but
my understanding from ebsco and others is that the "database" referred
to is the complete collection of APA journals. That seems to be
analogous to the way that IEEE and ACM and others package their
electronic journals for professionals and libraries in their own
fields. I guess it is a "database" in one sense, but not something
cross disciplinary, or that only contains partial full text, like
those provided by most aggregators.
