This is a serial cataloging question.

I have in hand editions of the title _Fuel cell power for transportation_
for 2001, 2002, and 2003 .  OCLC indicates that there are also editions for
1999 and 2000 which apparently do not carry formal numbering.  The title is
published by the Society of Automotive Engineers, and is part of their SP
series (established form is SP (Society of Automotive Engineers)).

My inclination was to treat _Fuel cell power for transportation_ as a
serial.   The only serial record in OCLC for this title (#45862921) was
created by NSDP, but it has been marked for deletion with instructions to
use #41409978, which is the monographic record for the 1999 edition.  Huh?

I realize this title started before the 2002 rule changes which allow the
use of copyright dates in brackets as formal numbering in the 362
field.  Is that why this record was marked for deletion?  Can that be
changed?  This title is crying out for serial treatment, imho.
