Does anyone have any experience with this situation?

Let's say you have subscriptions to periodicals databases (Wilson, Proquest,
etc) and all of your College's and/or University's satellite locations also
have access to the databases.

Now, a new satellite location is opening up, overseas, in a foreign country.
My question is, will the University be in compliance with the database
licensing agreement if students in the new satellite location overseas have
access to the databases?

To put it another way, does taking your electronic subscriptions overseas
and out of the USA generally require any special arrangements with the
database vendors?
