We do this also, with a small difference:
1992-  (excluding current 2 years)

That's our catalog record.
In our Electronic Journals list we indicate next to the title "(back years
only)"

What I am wondering is how to add a statement when you can't find out the
exact embargo period.  Such as PubMed Central titles.  Any ideas on that?

Dear Jane et al,

For my library's free text public-display holdings statements, we insert a
parenthetical "(excluding most recent 12 months)" for embargoed titles. The
parenthetical statement follows our indication of positive holdings, usually
open-ended, so that the full holdings statement for an electronically
accessed journal looks something like this:

Mar. 1992 -  (excluding most recent 18 months)

Our users seem to find this reasonably clear.
