Subject:  Title change question

Hi All,
Our Biological Sciences Library supervisor just return v. 151 of Journal
of Phytopathology to me with a request that it be cataloged as a
continuation of Phytopathologische Zeitschrift, because the German title
no longer appears on the cover or the spine. It only appears on the
masthead.  I can definitely see his point, it really looks like the
title is Journal of Phytopathology at this point.  However, AACR2R
21.2A2e says that as long as both titles appear in the chief source of
information it is not considered a major title change and a new record
is not created.  The record under the German title is still in OCLC.  My
question is, since the cover is preferred as the chief source of
information over the masthead for a printed serial, should this not be
treated as a title change?
