Subject: Periodical titles in browsing and gift subscriptions statements

Does anyone have a statement about displaying periodical titles in the
browsing area in the library.  Why they place some journal titles in the
browsing area in the library and others in the stacks?  What about a
written policy statement about accepting gift subscriptions and not
