As to claiming, you have some brand of ILS and most if not all have some sort of electronic claims generation and sending facet. Maybe ( ? ) even some of the LARGE publishers (elsevier, Karger, Blackwell etc) may not accept Electronic claims directly from the purchaser as they do from the subscription agents, and I havent' mentioned the Society and smaller publishers. (look to see how many of your titles are NOT from the major publishers)
You MIGHT have to send out print copies, or go online and manually enter claims on the publisher web site. ( both Labor Intensive) There may be print response to your claims or an E-mail, both of which you have to go through.
( I get enough E-mail and regular print stuff to go through as it is)
Depressing enough isn't it, and this is my optomistic view.
