ISSN Call to Applicants

Dear Sirs,

The ISSN International Centre is an intergovernmental organization
situated in Paris (France), created in 1974 through an agreement between
UNESCO and the French Government. The mission of the ISSN Network, which
is made up of 75 member countries, is to identify all serial or
continuing publications published worldwide,. The International Centre,
with a staff of 20 professionals, co-ordinates the Network and manages
the international database (the ISSN Register, , with over one million
bibliographic records with an annual growth of ca. 50 000 records).

In order to fulfill its mission more efficiently, the ISSN International
Centre is launching a reengineering process of its bibliographic
information system, through an international call for tender. Potential
applicants are invited to make proposals for the supply of software,
servers and services for the implementation of the new information
system. All interested companies are invited to take part in this
consultation.

The documents of the consultation are available on our Web site, at the

The consultation is governed by a "restricted call for tender"
procedure, with two successive phases:

- First phase: call to applicants and selection of applicants;

- Second phase: call for tender with the applicants selected, who then
receive the detailed technical specifications and selection of an offer.

The first phase is now declared open.

Applications will be sent to the ISSN International Centre to be
received on November 26th, 2002 at the latest.

Written requests for additional information will be received, by fax,
postal mail or by e-mail, at the latest on November 12th, 2002, 12PM.
Answers to any questions received will be displayed on the ISSN Web site
at the latest on November 15th, 2002.

Madame, Monsieur,

Le Centre International de l'ISSN est une organisation
intergouvernementale, créée en 1974 suite à un accord entre
l'UNESCO et le Gouvernement Français et basée à Paris (France). La
mission du Réseau de l'ISSN, qui se compose de 75 pays membres, est
d'identifier toutes les publications en série ou en continu publiées
à travers le monde. Le Centre International, avec une équipe de 20
personnes, coordonne le Réseau et gère la base de données
internationale (le Registre de l'ISSN, avec plus d'un million de notices
bibliographiques et une croissance annuelle d'environ 50 000 notices).

Afin d'accomplir sa mission plus efficacement, le Centre International
de l'ISSN procède à la réinformatisation de son système
d'information bibliographique en lançant un appel d'offres
international. Les candidats potentiels sont invités à présenter
des offres pour la fourniture de logiciels, de serveurs et de services
pour l'implémentation du nouveau système d'information. Toutes les
entreprises intéressées sont invitées à participer à cette
consultation.

La consultation est régie par une procédure d'appel d'offre dite
"réduite", avec deux phases successives :

- Première phase : appel à candidatures et sélection des candidats ;

- Seconde phase : appel d'offres auprès des candidats
sélectionnés, qui recevront alors les spécifications techniques
détaillées, et sélection d'une offre.

La première phase est maintenant déclarée ouverte.

Les candidatures seront envoyées au Centre International de l'ISSN
pour le 26 novembre 2002 au plus tard.

Les demandes d'informations complémentaires devront parvenir par
écrit, par fax, par la poste ou par e-mail, au plus tard le 12
novembre à midi. Les réponses à toutes les questions reçues
seront publiées sur le site Web de l'ISSN au plus tard le 15 novembre
2002.
