I give below the answer from our Classics Subject Librarian to my question
as to whether Liverpool Classical Monthly was still alive.
Best wishes,

No, I'm fairly certain it's defunct. John Pinsent, the founder/editor,
died in the mid-nineties and it was carried on for a while by his widow
Helena Hurt Pinsent, but (as you say) the last issue was 20:3-4, which was
dated March-April 1995, so it was already three years behind. It's one of
the titles I indexed for TOCS-IN and I have told the co-ordinator of
TOCS-IN (Philippa Matheson at Toronto) that we don't expect more issues.
The purpose, prompt publication of short articles and reviews, has been
assumed by various e-journals in the intervening period.
