I have to admit that shelving by call number (our periodicals do not have
call numbers assigned) looks more attractive when you consider the waffling
back and forth of cataloging rules.  (But that would still be a major
labelling and re-shelving project here.)

Both ways have pros and cons.  In the long run, you have to decide what
will work best for your patrons, as well as your manpower and the amount of
money you have to spare for a major change.
