There are variations, but it has been my experience that ILL usually refers
to borrowing/lending physical materials (books, videos, etc.) and can also
include borrowing/lending photocopies. Document Delivery ususally only
refers to the photocopies side of ILL.
There are also commercial Document Delivery services (Ingenta, Infotrieve,
etc.) that you can get photocopies from, for a fee.

Trying to think from a public relations perspective, I'd expect Document
Delivery to mean I would get the item delivered to my office or made available
electronically so that I could get it from any computer I wanted to use.
Interlibrary Loan sounds more like I'd have to go to the library to pick the
item up.
