Subject:      Title change or not?

I have a serial that suspended publication for 20 years.  When it began
publication again with a "re-launch issue" it picked up the numbering
right where it left off 20 years ago.  Is 20 years too long a time for me
to uses a "publication suspended" note?  If it were 2 or 3 years I
wouldn't have a problem, but 20 years ...
