Online subscriptions included in the print subscription price (Rory Litwin)

Dear serials librarians,
Apologies in advance if you have dealt with this question in the past. I
have just joined the list for the purpose of asking this question. (I am
not a serials librarian but could use your advice.)
I work at the California State Library. Our serials department handles a
couple of thousand titles. We are preparing to negotiate a new contract
with a vendor for serials and are considering switching. (As a state
agency we have to follow certain rules when it comes to preparing to enter
a contract, so advice from librarians at state institutions, such as state
colleges, would be especially welcome.)
One factor in our negotiating a contract will be the possibility of letting
the vendor handle the maintenance of online accounts and passwords at
magazines and journals where a print subscription entitles the subscriber
to online access (e.g. The Chronicle of Higher Education, Health Affairs.)
What I am hoping you can help me with is to provide me with language used
in an RFP (Request for Proposal), asking for this service from a vendor -
language which would be suitable for the contract.
Is anybody getting this from a vendor?
