Simple answer: No, one rate for everyone, personal or library.
Electronic access comes via 1 password per subscription.
All this is about as unsatisfactory as a journal can be. But it's
privately owned, very profitable, and has been completely unresponsive.
Many libraries make some arraignment to use the password that comes with
the library subscription for library access.
