I have talked to the main editor of several titles on occasions such as
this
- using the argument that they are working hard to put out an excellent
publication and it is not getting to the people who want and need it if
their
distribution system is totally disfunctional.

Thanks Linda, I have done that before and found it effective for sure.
I am planning on drafting up a letter to send to someone else in charge

Try contacting her boss. Then do some research and contact the head of
the company. That person is often so startled at hearing about the day
to
day operations of the company that they actually snarl to a subordinate
to
"fix it". and things get fixed. Sometime the underling who is on the
spot to
"help" doesn't actually have the power to do so. Sometimes it's just a
question of enjoying a little petty tyranny. Either way, complaining to
the top often helps.
