Subject: Subfield order of 510 fields in serial MARC records

Hi,

We've come across a bunch of MARC records where the 510 field (sources that
index or cite the serial) has subfields that look out of order.  The
subfields are:

$a      title
$b      years covered
$x      ISSN (of title in $a)

Normally, the subfields would be in alphabetical order but in numerous 510
fields we are find the following order:  $a $x $b.  I found a citation in
the CONSER Editing Guide that says to order the fields that way.  I was just
curious to know why.

World piece isn't hinging on this; it just stoked the fires of my
intellectual curiosity.  Anyway, have a great weekend!
