This is not really answering your question, but merely an observation as to
why it may be so hard to encourage usage of paper issues.  I work as a
periodicals assistant in a mid-sized university and with more and more
journals available electronically, I think it is very difficult to encourage
students to use paper issues.  Why would someone pay to make photocopies
when they can search full-text databases and print an article for free?  (I
understand that may not be the case in ALL libraries, but it is with mine.)
We have cut our magazine subscriptions by about a third within the past 2
years to free up monies for more databases because that is where the demand
is.

Does any one out there have practical suggestions for increasing usage of
periodicals, this year we are currently working very hard on title listings
for use in our university's different departments. But are there other ways
to make your patrons aware of the journals available to them?  I am fairly
new to serials management and would like to hear from anyone who has done
anything along these lines.
