Hi Michele,
Here are some web pages for back issue dealers. We mostly use USBE but
most of the titles I'm looking for are general...not in the area of law
or government documents. Have you tried contacting the publishers of
the titles with missing issues?
Do you need very many issues? We maintain a "Missing Journal List" and
monitor a back issue listserv for issues needed. This listserv
provides a place to post issues to be given away by libraries and we
just peruse the postings each day. If there aren't too many we could
add them to our list and look for any donations. This only costs the
amount of postage reimbursement. Just send a list of exactly what you
need with the following info:
title
volume #
issue #
date of magazine

This is a tidy list of several back issue dealers with web links. We
have used USBE and Jaeger so they are the only ones I can personally
vouch for. Both are efficient.

Check out the William S. Hein Co. (www.wshein.com) in Buffalo, NY for back
issues of law reviews. They also can locate back issues of other types of
legal periodicals even some govdocs. Tel. 800-828-7571.

I am not sure how good they are for law and govdoc titles because we don't
buy any of those, but our first choice for the things we need is

by fax or email. I have visited their facility and they have hundreds of
thousands of back issues housed in several large storage facilities.
