Hello,
Does anyone have a policy or rule on how many years may elapse before
linking a serial as a continuation? For example, we have "Disciplinary
Action Report"  1983-1984 and "Disciplinary Action Report" 1999-2001,
but the name of the government publisher changed so we need to create a
new record. Both have the same format and contents (tables listing
licensees in various professions, what they did to endanger their
license and the action taken by the agency).  Fifteen years seems like a
large gap even though they are obvious continuations.  Any help would be
appreciated.
