I don't know if a rewinder exists, but I had the same problem in my last
library and ordered a big bag of plastic clips made to clip the end of
the
film to the reel.  It reduced the problem of the film coming off the
reel
significantly.  I don't work there anymore, so I'm afraid I can't give
you
any specifics.  I don't even remember who I ordered them from, but
surely a
little catalog searching will help you find them.

   I have some older reader/printers which allow for the film to wound
  totally off the reel. Needless to say, it is very tedious to wind the
 tape on the reel by hand. I have checked  several suppliers and cannot
       find rewinder for microfilm. Does not such a thing exist?
