Francoise Pelle, head of the ISSN International Centre in Paris, asked me
to distribute this announcement of a 2-year position to develop and manage
projects for the ISSN International Centre. This is a very exciting time
for the ISSN as its potential for linking and identification in the
digital age is being explored and extended. The position will place the
incumbent in the midst of these developments and involve some interesting
travel possiblities, as well. Not to mention the delights of living in
Paris!

Project development manager (ISSN International Centre)
A * Context
The ISSN International Centre is an intergovernmental organization
situated in Paris (France). The mission of the ISSN Network, which is made
up of 73 member countries, is to identify all serial publications
(journals, scientific reviews, magazines, etc..) published worldwide. The
International Centre, which co-ordinates the Network and manages the
international identification database, partially centers its growth on the
identification of on-line publications and on the development of services
based on new Internet technologies.
The International Centre is divided into three sections : bibliographic,
computer and general secretarial tasks (which itself includes
administrative, financial and human resources management, as well as sales
and maketing management).
B * Job definition
In order to set up the growth of new services, the International Centre
intends to create a Project Development Manager position. Reporting to the
Director of the Centre, the Project Development Manager will have to
co-operate with the functional sections of the International Centre
(bibliographic, computer, sales and marketing).
Responsibilities include, but are not limited to :
contributing to the definition of new project development strategy ;
developing existing projects at an operational level ; establishing and
following up new partnerships; defining the contractual framework for
those partnerships ; analyzing and following up data flows.
The position involves, in an international context, a great deal of
communication and negotiation with the actors of the publishing world,
Abstracting and Indexing services, service providers, distribution sector
(subscription agencies), libraries and documentation centres. The
projects will have to be developed in collaboration with all sections of
the International Centre and with the ISSN network. Position based in
Paris (France) ; involves trips abroad (contact with partners,
participation in congresses, conferences, professional events).
2 year contract. Full time position.

C *Requirements
Minimum of master's degree in library science or information science or
equivalent. Demonstrated success in managing projects in a related field :
A&I, publishing, libraries, subscription agencies. Professional
experience in electronic database including Internet. Good knowledge of
Internet technologies. Experience in negotiating. Fluent in French and
English (other languages would be appreciated). Previous experience in an
international context would be a plus
