That's a great idea, and while we're moving into the cyber age, perhaps
there might be an award for the "Most Outrageous Site License" or "Most
Prohibitive Pricing" since these are two items which often come up in the
list.

Dear colleagues,
this idea arises from conversation with Wayne State's Principal Cataloger,
Richard Moritz (who pays special attention, these days, to electronic
journals): in keeping with the spirit which underlies the brisk competition
for the "Worst Serial Title Change of the Year" awards, perhaps it's time
for us all to move forward into the electronic age. I'd like to propose
that someone institute the "Most Difficult-to-use New Electronic Journal /
Package/ Aggregator Service of the Year" awards. Probably that could be
phrased more concisely but I'm sure everyone knows what I mean.
Well, do others think this is a good idea?

Too bad you're limiting it to journals and/or aggregators. I'm thinking
of my #1 nomination for a CD-ROM database of trade information published
by Stat-USA, called National Trade Data Bank. It went to a new format
about a year ago and it is impossible to use. I think I mean impossible
literally.
For easiest to use (and why not reward good programming where reward is
due) I may nominate Ethnic NewsWatch, by SoftLine Information.
This is an intriguing proposal, Steve!

Steve,
I think this is a great idea. I might also suggest a related award called
something like "most misleading aggregator"; this could encompass the
growing trend of allowing the user to get all the way to the final "click
here for full-text" step before informing them in big red block letters
that their institution doesn't have access to that journal/publisher/year.
it could also be called the "aggregator causing the most embarrassment to
reference librarians and the most aggravation to patrons" award.

Instead of creating a new award, why not ask the Committee for the
Worst Serial Title Change to develop a new category for these pesky entities.
Most of them are serials and if they're not, they act crazy enough to
be.
