I say:
But that describes only some (maybe even most, but
certainly not all) of those authors affected by this
decision. Those whose interests are limited to broad
dissemination of their work are free not to submit a claim,
while those whose interests include getting paid for the
distribution of their work now have the option of claiming.

Ain't it the truth? Of course, those who see the
destruction of copyright control as heralding an
Information Utopia seem pretty myopic, too, so it must be
going around...
