I have a state publication which originally had no title at all.  It was
given a bracketed title on the record.  In later issues titles
(different from the bracketed title) began to appear on the item in the
caption title area, these were added to the record in title added entry
fields.  My question:
Shouldn't there be a new record for the issues that begin to have a
title on them?  Thanks for your advice.
