Donna -- The ISSN was assigned retrospectively, either later at the
request of some library or possibly as part of the initial base
assignments which were generated from several reference sources. The ISSN
standard and ISSN Network were established somehwere in the early to
mid-1970's. (Memory escapes me as to the specific year) --Steve
