We shelve ours using 5-6 steel open-ended Princeton files.  You can fit
many smaller directories into one or they are helpful to put the large
ones in. If you just use just this amount of the files, you don't need a
large quantity of them.  You can shelve other directories between the
files and they don't flop around as much. You have support throughout the
shelf. I use these for the Federal Register as well.
