"If a serial starts a new sequence of numbering without changing its title
proper, give the designation of the first and last issues under the old
system, followed by the designation of the first issue under the new
system."

The LCRIs, 12.3G (May '98), under "One record", also covers this:

"Create a single record ... when ...
        3) A serial begins again with the number "1" and the publisher
links the old and new systems with the term "new series" or similar
wording."

In the case of New left review:

362:0 : No. 1 (Jan./Feb. 1960)-no. 238 (Nov./Dec. 1999) ; 2nd ser., 1
(Jan./Feb. 2000)-

So, no new record needed, just an adjustment to the 362.
