The best and easiest way to handle it is with 362, e.g.:
 362  0 V. 1 (1950)-v.50 (1999) ; n.s., v. 1 (2000)-

Making a new record for a title and ISSN that stay the same does not
help users's retrievals as they have to decide then which one of them
they really want. Why not to promote one way shopping instead of two.
