Recently, the Collection Resources Management Team at Sprague Library,
Montclair St. Univeristy of which I'm a member since I'm the Head of
Periodicals revised our Library's Collection Development Policy. For
Periodicals I can mention some of the guidelines/criteria for selecting new
periodical subscriptions:
* Long-term financial commitment, budget issues.
* Storage of back issues, space issues.
* Conversion of back runs to either microform or electronic resources.
* Documented curricular needs. This comes in two ways: Faculty needs to
justify in a form that we have why he/she is recommending a particular
title. The other way, a department is coming up for accreditation or
the visiting accreditation team recommends new titles.
* Coverage in standard print and/or electronic indexes the Library owns.
* Usage.
As far as who recommends a new periodical title for subscription I can
mention the following:
* Individual faculty (they need to demonstrate curricular needs).
* Visiting accreditation teams will suggest titles.
* Review titles asked through interlibrary loans every year.
* As Department Head I try to "fill in the gaps" by looking at standard
lists developed by associations such as ACS etc. and I look at reviews
in Choice, LJ, Serials Review and others.
