Actually, you need to also look at LCRI 12.3G BEFORE the section on One record:
Two records:
Create separate records when a serial's enumeration repeats the exact
numeric designation and the publisher does not link the old and new
systems with a designation such as "new series" or "second series."
record 1: 362 0# $a Vol. 1, no. 1 (Jan. 1960)-v. 5, no. 6 (June 1964)
record 2: 362 0# $a Vol. 1, no. 1 (July 1964)-
record 1: 362 0# $a Tome 1-t. 8
(Eight volumes published 1979-1986)
record 2: 362 0# $a Tome 1 (1987)-
[The reason for this LCRI is that sometimes, and this is where the
cataloger's judgement comes into play, the volume numbering starts
over as an indication that the publication is no longer the same
publication that it formerly was. Thus, the cataloger needs to look
at the publication and determine if the subject coverage is
different, i.e. needs new/different subject headings, and/or the
classification number needs to be changed. Note the wording, "and the
publisher does not link the old and new systems with a designation
such as 'new series' or 'second series.'" -- Mitch]

The LCRIs, 12.3G (May '98), under "One record", also covers this:
"Create a single record ... when ...
3) A serial begins again with the number "1" and the publisher
links the old and new systems with the term "new series" or similar
wording."
In the case of New left review:
362:0 : No. 1 (Jan./Feb. 1960)-no. 238 (Nov./Dec. 1999) ; 2nd ser., 1
(Jan./Feb. 2000)-
So, no new record needed, just an adjustment to the 362.
