Here is a glimpse of the future that the Open Archiving Initiative
<http://www.openarchives.org/> will provide.

Below is a description of the US/DOE Office of Scientific and Technical
Information's Preprint Network
<http://www.osti.gov/preprint/ppnbrowse.html>.

It searches and accesses current preprint sites (mostly
Physics-related, as Physics is leading the way, but CogPrints
<http://cogprints.soton.ac.uk/>is in there too, and with it Psychology,
Neuroscience, Biology, Linguistics and Philosophy).

The participating refereed journals are linked too, through PubScience
<http://pubsci.osti.gov//>, but their contents are of course
firewalled, allowing access only those who pay. Now all that is needed
is that the authors of those firewalled articles should self-archive
them in the free sector, and the literature is freed!

Open Archives has just released the Santa Fe Convention
<http://www.openarchives.org/sfc/sfc_entry.htm>. CogPrints will soon
release the Santa-Fe-compliant Eprints free software
<http://www.eprints.org/index.html> so that any institution can
immediately create its own Open Archives, in all subjects.

These Open Archives will all be interoperable, and hence will be
integrated by Networks like the one below, making the entire research
literature, refereed and unrefereed, in all subjects, searchable and
retrievable by one and all, for free.

The PrePRINT Network provides access to electronic preprints available
from diverse sites. Developed by the U.S. Department of Energy (DOE)
Office of Scientific and Technical Information (OSTI), the Network is a
free "one-stop shopping" site for preprints in science and technology.
Preprints in the areas of physics, materials, chemistry, mathematics,
biology, environmental sciences and other areas related to DOE's
research interests are accessible through the Network.

What is a PrePRINT?

Generally, preprints are manuscripts that have not yet been published,
but may have been reviewed and accepted; submitted for publication; or
intended for publication and being circulated for comment. Preprints
may also be referred to as "e-prints". Many e-prints are electronic
versions of research papers that have been submitted for dissemination
and review among peers; for publication in journals; or prior to
presentation at conferences. Some preprint servers may define preprints
as any electronic work circulated by the author outside of the
traditional publishing environment.

How does the PrePRINT Network help the user?

The Network system brings together a variety of preprints collections
and resources into one location. By eliminating the need to locate
preprints sites through web searching, researchers can find more
information while saving time. The PrePRINT Network is the ultimate
"one-stop shopping" site for preprints in the scientific and technical
areas.

How does the PrePRINT Network function?

The PrePRINT Network offers the user several access mechanisms.
Users may browse or search one specific preprint site, a selected set
of site, or all of the listed sites. The "Browse" option allows users
to view an alphabetical listing of all of the preprint sites included
in the system and to visit any of the individual sites listed. Within
this option, users may also select to perform an indexed search of the
HTML pages of the available sites. This option returns hits for any
pages and for linked pages that contain the specified search term,
including some items that may not be actual preprints.

A second option for searching within the PrePRINT Network ("Search
Selected Sites") allows users to pulse the search engines of selected
preprints sites with a single query. This search capability then
returns a compiled results list.

Finally, the "Subject Pathways" option offers users the ability to
browse the preprints collections by subject area. This section includes
both preprints collections and preprints posted by individual
scientists on their own sites.

Where does the PrePRINT Network information come from?

The collections and resources within the PrePRINT Network are provided
by a variety of sources including academic institutions, government
research laboratories, scientific societies, private research
organizations, and individual scientists and researchers. The PrePRINT
Network facilitates access to these resources. It does not change the
content or data provided by the originating site or author in any way.

As with other Internet sites, the preprints collections and resources
may be transient in nature and may be modified or removed at the
discretion of the site owners with or without prior notification. The
preprints themselves are also dynamic. Many of them have not yet been
peer reviewed, or are currently undergoing peer review. Substantial
changes may occur prior to formal publication and it is possible that
the preprint may not be formally published at all.

What is the future of the PrePRINT Network?

OSTI will continue to identify, evaluate, and add additional preprints
resources to the PrePRINT Network. Enhancements to the heterogeneous
search capabilities are also planned. The PrePRINT Network complements
other OSTI products and represents our goal of "Bringing Science to the
Desktop" through innovative applications of web-based information
technology.

Do I need a subscription to access the full text?

No, in almost all cases access to the full text information on the
target sites is open and accessible. Subscribers and members are
typically given the privilege to also mount their documents on the
server. You may find exceptions from time to time but, on the whole,
you should have no trouble reaching the full text.
