I have the Financial Report of our university to catalog.  The latest
edition includes the text of our new university president's inauguration
speech which I think should be reflected in a 500 note and an analytic
entry.  However, I am unclear as to the form of the analytic entry.  I
think it should be under the president's name, for example:

700 12 Smith, G. Warren. t Inauguration address on change and
FutureWatch.

However, the OCLC Bib formats manual has a note for the 700 t: "Uniform
title, a title page title of a work, or a series title used in a
name/title
field.  Do not use in AACR2 headings.  Enter title information in field
240
or 245, as appropriate."

After reading the description of the 740 "Use for uncontrolled
analytical
titles of independent works contained within the item...", it sounds as
if
it belongs there.

740 02 Inauguration address on change and FutureWatch

This approach, however, disassociates the president from the
Inauguration
address in the added entries.

I've never hit this particular situation before so advice would be
appreciated.  And since, as primarily a serials cataloger, I so rarely
use
personal author added fields, information on the 700 t would also be
appreciated.
