I agree with John--that's what I did at our library.  I extracted the
titles we have full text access to in ProQuest, Elsevier ScienceDirect,
FirstSearch, etc. to add to our catalog.  In most cases, users click on
the 856 field to access the journal directly. Our librarians find this
useful too since we get many titles we don't have in print, and a
catalog
search prevents us from getting articles on ILL for which we can get
via our databases.  The initial project was quite daunting, and
maintenance can be pretty time consuming, but the effort is worth it.
