Yes, we received this also. I called my vendor rep and was advised to
return the book to the organization, along with a note saying this was
unordered, either by our vendor or us, and unwanted. I did so, adding
that I am not impressed by the integrity of this method of doing business.

They send those two publications along with:
Policy Studies Journal
Policy Studies Review
Development Policy Studies
Policy Evaluation
as part of your subscription. So, depending upon the type of your
subscription you have, you can receive all six subscriptions. Our Library
retains five of these journals.

Hi Peter,
Yes, we received the same piece. Since we get only 2 of their 5 titles
(and those are treated as newsletters) we will not keep this unsolicited
index. I don't mind so much going through the mountain of
letters/requests/renewals/adverts as I do mind getting things (with an
invoice) that we did not order. A solicitation to order something like
this is fine, the actual issue showing up in the mail is not so fine.
Even if the price is low.
