I just re-ran the same sample reports (e.g. Scitation) just now that I had done this morning, and suddenly am getting non-zero data for December, so I think Atypon must have solved their problem sometime today. Ellen also just confirmed to me that she's seeing non-zero data too as of right now.

So it might just have been a case of the vendors sending out the email announcements just a bit ahead of the technical work being finished.

I am using a SUSHI client, and the SUSHI standard is supposed to give a warning "exception" when the data is not available for the time period, not just report zeros. I will report this problem to Project COUNTER as they work closely with Atypon.
Other vendors like Elsevier and Taylor & Francis, whom I've tested just now, are properly giving the warning code that they don't have the Dec data ready yet.
