I can confirm what you're seeing - Atypon has supposedly released the December 2019 data, but everything is coming back zeros. I am using a SUSHI client, and the SUSHI standard is supposed to give a warning "exception" when the data is not available for the time period, not just report zeros. I will report this problem to Project COUNTER as they work closely with Atypon.

Other vendors like Elsevier and Taylor & Francis, whom I've tested just now, are properly giving the warning code that they don't have the Dec data ready yet.
