Same procedure in Switzerland: University of Bern subscribes also on a title by title basis. We have about 330 T&F-subscriptions and have lost access to 1997 for those which have been
published in this year.

Scott, fellow serialists,
We agree with this open letter as well, and perhaps all have seen by now that apparently T&F has reconsidered according to this announcement via Harrassowitz news:
---------------
Taylor & Francis to Reinstate Courtesy Access Back to 1997
HARRASSOWITZ has been carefully monitoring the recent feedback from the library and academic community regarding Taylor & Francis’ new policy to introduce a rolling wall of 20 years of courtesy
access.
We are pleased to report that in response to an open letter from head librarians from more than 110 UK and Irish institutions outlining the disadvantages of a rolling wall for the research process
and the additional administrative burden on librarians, Taylor & Francis has decided to reinstate courtesy access back to 1997 for “full access” Library and Subject Collection customers. This new policy applies with immediate effect.
For question, please contact
service@harrassowitz.de or your Regional Sales Manager.
--------------
The problem is the reinstatement of 1997- is only for "collection" (aka package) subscribing customers, and NOT for title by title subscribers. I'd be interested to know from
how many title by title subscribers are out there on the SERIALIST?

I agree with the open letter to Taylor&Francis management from the Irish and UK libraries about the moving wall Taylor&Francis has implemented.
