If a travel guide series has a series authority record that indicates title treatment (in 245), does that necessarily control title treatment in a serial bib record or not really?

For example, "Pocket rough guide. Reykjavik" (949928375): "Pocket rough guide" is in the 245 as common title, and it's also in 490/830 as a series. There is a series authority record. Am I correct that, for serials, considering what's recorded in 245 as common title and what's recorded as a series are two separate questions, and so the same phrase could be in 245 and 490?
