I think they're the same journal. If you look at the 710 MARC tag in record # 1715960 it matches the 110 MARC tag in record # 50363203. It appears the NLM chose to use the corporate body as the main entry and just Memoirs as the title statement.

According to the ISSN Portal, Osaka Daigaku Tampakushitsu Kenkyūjo is the publisher, and Institute for Protein Research Osaka University is the issuing body; however in LC 's authority file Ōsaka Daigaku. Tanpakushitsu Kenkyūjo is the authorized version for Ōsaka Daigaku. Institute for Protein Research.
