In general, I would say that it is better that you contact the patron before changing any policies.
They may tell you there is a temporary need, or they may tell you they will need this for many years.
They may say they are working on a “data mining” project and they have some unique need.
You may spend many hours working on policy changes only to find out there was no need.

We are looking at whether or not to establish patron usage limits in the near future on our pay per view subscriptions.
Questions our library is grappling with are:
These are just a few of the questions that we are beginning to consider. JWU is seeing an increased demand for PPV items, with a large percentage being submitted by the same patrons. How do we ensure that the
PPV service is available for the larger JWU community, not just a few individuals? With mediated access, we can see which patrons are submitting requests, and we have the option of approving or denying these requests on a case by case basis.
I would love to see what e-resource colleagues think about these issues.
