Electronic Resource and Serials Librarian

The University of South Carolina Libraries seeks an energetic, forward thinking Electronic Resource and Serials Librarian to provide leadership and expertise in acquiring and managing the Libraries’ print and electronic resources collection. The Electronic Resources and Serials Librarian provides leadership for all aspects of the serial lifecycle, including coordination of the purchasing, licensing, access, and maintenance for the Libraries’ continuing firm order, package, and database resources. Reporting to the Head of Acquisitions, this position works collaboratively with other staff including collection development, serial acquisitions, departmental liaisons, reference, information technology, and cataloging. The Electronic Resources and Serials Librarian actively participates in the intellectual life and administrative activities of the library and the university, and maintains a record of professional contributions.

 

Job Duties Include:

• Managing serial and electronic resource lifecycle processes for the Libraries’ continuing firm order, package, and database resources.
• Maintaining timely, accurate metadata about the Libraries print serial and electronic resources in a variety of systems such as the Integrated Library System, Electronic Resource Management System (ERMS), link resolver, A-Z lists, and discovery tool.
• Coordinating and performing access-related problem resolution, responding to patron and staff reports and working with library and vendor staff to resolve the identified issues.
• Reviewing and negotiating license agreements with publishers and vendors, working with the University’s General Counsel, as needed.
• Working closely with Cataloging and Systems staff to ensure effective print serial and electronic resource description and access from on and off campus.
• Collaborating with the Head of Acquisitions in the implementation of best practices, the ongoing pursuit of process improvements, and the development and dissemination of policies, guidelines, and procedures.
• Working closely with Collection Development staff, providing input on budget, fund management, and expenditure projections.
• Generating collection statistics and reports, including usage and cost analysis, to support collection analysis and development decisions.
• Effectively identifying and applying new technologies in support of efficient processing activities and develops expertise with emerging technologies.
• Establishing and managing professional relationships with publishers, vendors, colleagues, and consortia.
• Participating in collegial governance, and campus and professional activities.

 

The minimum qualifications include a Master’s degree in Library Science from an ALA-accredited program or equivalent international degree; demonstrated experience and expertise in library serials and electronic resource lifecycle management with a current working knowledge of current serials and electronic resource lifecycle management with a current working knowledge of current serials and electronic resource models, practice, trends, and tools used by academic libraries; experience with an integrated library system, including acquisitions, serials, and ERM systems; broad understanding of technical services operations; excellent interpersonal, oral, and written communication skills; excellent analytical, organizational, time and project management skills; demonstrated initiative, flexibility, and ability to work creatively and effectively both independently and as a team member; demonstrated self-motivation and individual initiative; knowledge of industry standards related to serials and electronic resources, e.g., ISSN, Open URL, KBART, ERMI, SERU, COUNTER, SUSHI, etc.

 

In addition, preferred qualifications are experience managing and troubleshooting problems with electronic resource access; experience with collections budgets; experience negotiating vendor and publisher licenses; experience managing statistical data and generating reports; experience with continuing resource cataloging and tools, including OCLC Connexion, MARC, Resource Description and Access (RDA), CONSER, etc.

Salary commensurate with qualifications and experience. This is a full-time, 12-month, unclassified, tenure-track, faculty status position with the rank of Librarian. Benefits include medical, dental, vision, state retirement or optional retirement plan.
