As was mentioned in an earlier response, usage of content is a factor in how ACS prices access, and significant changes in usage patterns will impact costs over time.  However ACS pricing limits any changes to single digits – including changes that result from increased patterns of use.  


This must be a new policy, then, because in 2011 the Utah Academic Library Consortium was given a “transition plan” from ACS that imposed price increases of 10.7% every year over a five-year period. These double-digit annual increases represent the gradual phasing-in of a 50.3% price hike.
