This is a form that must be filed with the USPS each year for publications mailing with second-class postage permits (meaning frequency of at least quarterly).
The form must be published in the periodical once a year and ) the Post Office audits the records of publishers to ensure the accuracy of these forms. If not accurate, the Post Office can pull the second class mailing permit for the publication.

I believe I have seen something called a “Statement of Ownership, Management and Circulation (Required by 39 U.S.C. 3BBS)” in several journals and magazines.
I believe this statement includes the circulation for the title. Just Google the term and you will see a lot of journals have them. If you are lucky, maybe the journal you are asking about has one as well. I don’t know for sure but maybe this has to be
printed in the publication annually.

Hello,
I'm a long-time SERIALST reader, first-time emailer, and still fairly new to the world of serials.
Can anyone direct me to a resource that would indicate the number of individuals and/or institutions that subscribe to a print journal? We are trying to find out the number of current subscribers to the Journal of School
Leadership (ISSN: 1052-6846). We did not find this statistic in Ulrich's, the title is not in the MLA Directory of Periodicals, and I could not find this info on the publisher's site. Information about the title is in EBSCONET
(our primary serials vendor), but no subscription stats are listed there. I emailed the publisher, but so far no response.
I would appreciate any other suggestions on where I might find this info.
