I’d recommend Paul Metz, “Thirteen Steps to Avoiding Bad Luck in a Serials Cancellation Project,” Journal of Academic Librarianship, v.18, no. 2, 1992, p.76-82. His works cited include further works on the impact of inflation.
When you’re searching the literature for seminal literature, begin around 1980. If you have access to print volumes of College & Research Libraries or Library Resources & Technical Services and can browse the early 1980’s, you’ll find that articles on the “serials crisis” appear in practically every issue. By 1990 the inflation that had been deemed a crisis became the normal annual routine, so it didn’t get written about as much. The exception is Library Journal’s annual feature on inflation mentioned by Kay. I believe that’s always been in the May 1 issue.

Subject: [SERIALST] Articles on inflation impact on budget
Hello all. I’m a new electronic resource librarian and have been looking at inflation impact on the materials budget. Does anyone have or know of a seminal article they can recommend? Thank you!
